Therefore, more than 60% of domestic dandruff removing shampoos use a formula containing ZPT. On November 3, 2021, the European Commission officially released Regulation (EU) 2021/1902, revising Annex II of the European Cosmetic Regulations to include the dandruff remover zinc pyrrhione (ZPT) in the GHS classification of reproductive toxicity 1B. This means that the cosmetic dandruff remover ZPT will be officially banned in EU cosmetics, and the ban will come into effect on March 1, 2022. On November 4, the China Flavor essence and Cosmetics Industry Association issued the "Notice: the European Commission will adjust the requirements for the use of ZPT in cosmetics", reminding the relevant sectors of the industry to pay attention to this revision and make preparations at any time. Although ZPT is not currently banned in our country, we still hold a strict attitude towards its safety. The Safety Technical Specifications for Cosmetics (2015 Edition) stipulate that: "ZPT is suitable for dandruff removal and hair washing products as well as hair retention products, but the maximum usage concentrations are 1.5% and 0.1%. When used as a preservative, ZPT can only be used for washing products, with a maximum allowable concentration of 0.5%." In January of this year, the European Union submitted Notice G/TBT/N/EU/773 to the World Trade Organization, which identified ZPT as a CMR (carcinogenic, mutagenic, teratogenic) substance. ZPT was removed from the list of restricted substances in cosmetics and the list of permitted preservatives in cosmetics, and it was also included in the list of prohibited substances in cosmetics. According to Article 15 of the current EU Cosmetic Regulation (EC) No 1223/2009, substances classified as Class 1A, Class 1B or Class 2 CMR are prohibited from use in cosmetics. According to the latest survey report on scalp health among Chinese residents released in October last year, over 83% of consumers in China have varying degrees of dandruff problems. Nowadays, more than half of the shampoo products on the market claim to have dandruff removal effects, and the market demand for "dandruff removal" shampoo in China is still very huge. After the EU's ban on ZPT, it will not have any impact on domestic shampoo companies for the time being, but it will accelerate the upgrading of shampoo products in China and force domestic shampoo and care manufacturers to seek safer and greener dandruff removers. The washing and care consumer market has shown this trend.
According to the "2021 Insight into Consumer Trends in Functional Care" released by the First Financial Business Data Center (CBNData): "Nowadays, over 85% of surveyed consumers tend to choose washing and care products containing natural ingredients, and the pursuit of a healthy, gentle, and non irritating washing and care experience has become a trend. Functional washing and care products mainly based on natural ingredients are favored by consumers."
Many international washing and care brands have already begun to take action. According to the cosmetics filing system of the National Medical Products Administration, the formula of multiple dandruff shampoo products filed by Procter&Gamble does not contain ZPT component. In the registration information of imported cosmetics, it can also be seen that some high-end European and American shampoos sold in China have replaced their dandruff removal ingredients with more expensive pyrrolidone (OCTO) ingredients in advance. For domestic cleaning and care enterprises, developing more safe and green dandruff removal ingredients will become the mos preferred choice in winning future market competition. |
